Food Delivery Methods

Dear Resident,

You may well have seen an increase in officers tackling the legality of E-Scooters and electric bikes used by food delivery drivers and the associated ASB they cause, especially in the town centre.

E-Scooters and electric bikes are sold commercially and they come in a range of sizes. They typically can go up to 28/30mph, but for context the limit for E-Scooters in the UK is 15.5mph for those being ridden in the cities where this is legal and regulated. This is not the case in Leamington as such E-Scooters and electric bikes that go above the 15.5mph using electric assistance are illegal.

If you own an Electric bike, don't panic, but please be aware electrically assisted pedal cycles are perfectly legal to ride as long your e-bike meets the DVLA's EAPC rules. The key ones to obey are: No electric assistance over 15.5mph or a rated power not exceeding 250 watts.

We have listened to reports from residents and as more and more of these make their way to us we have taken a proactive stance on clamping down on the use of both. We know that both cause ASB and are often seen riding dangerously around pedestrianised areas especially in Leamington Spa town centre, with big potential to cause injury to members of the public and crashes on the road network.

Both of the bikes shown above were recently seized, one being able to reach speeds of 38mph and one being able to reach speeds of 25mph both unassisted!

We continue to take a proactive approach against both illegal E-Scooters and electric bikes.
